Indigenous Leadership in Biodiversity Conservation: Functions, Trends, and Legitimacy in the Kaffa Zone, West Ethiopia
Abstract
This study investigates the pivotal role of indigenous leadership styles in fostering and sustaining biodiversity conservation within the Kaffa Zone of South-Western Ethiopia. Recognizing the increasing global emphasis on integrating indigenous governance systems into environmental management, this research explores how traditional leadership structures, decision-making processes, and knowledge systems contribute to effective natural resource management. Employing a comprehensive mixed-methods approach, the study gathered quantitative data from 400 household surveys across five districts and qualitative insights through key informant interviews, focus group discussions, and field observations. Findings reveal that indigenous leadership in the Kaffa Zone is predominantly elder-based, deeply culturally embedded, and socially legitimate, playing a central role in conservation decision-making and the integration of traditional ecological knowledge (TEK). For instance, 100% of respondents were aware of indigenous leadership structures, and 52.5% reported that indigenous leaders are always consulted on land, forest, and water use. While these systems significantly contribute to forest preservation and biodiversity sustainability, challenges such as limited participation of women and youth, low formal education among leaders (26% illiterate, 48.5% primary education among respondents), and weak integration with formal institutional frameworks persist. The study concludes that indigenous leadership represents a vital, yet often underutilized, asset for biodiversity conservation, advocating for policy recognition, institutional integration, and targeted capacity-building initiatives to enhance its effectiveness and long-term sustainability.
