How Community Development Financial Institutions (CDFIs) Use Loans to Empower Nonprofits

Golnaz Farzad, Nasim Roshdieh

Abstract

Nonprofit organizations deliver essential services in affordable housing, health, education, and workforce development, yet their access to affordable capital is constrained by irregular cash flows, grant reimbursement cycles, and limited collateral. Community Development Financial Institutions (CDFIs) address these structural barriers by pairing flexible, mission-driven loans with technical assistance and market expertise. This paper synthesizes academic research, federal program documents, and industry reports to explain how CDFIs design loan products for nonprofits—working capital, bridge financing, real estate and facilities loans, and program expansion capital—while employing mission-based underwriting and capacity building to reduce risk. Case examples and recent data illustrate the broader community impacts of CDFI lending, including job creation, expanded community facilities, and equitable investment in historically under-resourced places. The paper concludes with actionable recommendations to strengthen the CDFI–nonprofit capital ecosystem through increased public funding, philanthropic partnerships, specialized product design, workforce development, and improved impact measurement.
